Carriers register in a single base jurisdiction, submitting one consolidated quarterly tax return rather than filing separate reports in every state traversed. The base jurisdiction redistributes tax revenues to member states according to actual highway consumption. Qualifying vehicles must hold an annual IFTA carrier license and display two exterior decals affixed to both cab doors.
