How the DOE-based fuel surcharge works, what the peg really means, and how to quote it without arguing.

1. The Fuel Surcharge Formula

One formula, three outputs — per mile, per load, and a floor rule that protects shippers when diesel drops:

Surcharge/mile = (Current Diesel − Base Peg) ÷ MPG
Total Surcharge = Surcharge/mile × Loaded Miles

2. The Three Numbers That Decide Everything

  • The diesel index. The DOE/EIA Weekly Retail On-Highway Diesel price, published every Tuesday — national or regional depending on your contract.
  • The peg. The neutral price where no surcharge applies. History puts it at $1.20–$1.25, but it is negotiable: a lower peg pays you more at every pump price.
  • The assumed MPG. Commonly 6.0, with real trucks running 6.0–7.5. Lower assumed MPG raises the per-mile surcharge.

3. Worked Example: $4.83 Diesel, 1,000-Mile Load

With diesel at $4.83, a $1.25 peg, and 6.0 MPG: ($4.83 − $1.25) ÷ 6.0 = $0.597 per mile. On a 1,000-mile load that is about $597 billed on top of the linehaul — money that keeps the fuel swing off your P&L instead of inside it.

The fuel surcharge is a two-way shield. When diesel spikes, the carrier is made whole instead of quietly hauling at a loss. When diesel falls, the surcharge shrinks to zero — the shipper's base rate never carries a hidden fuel premium. That symmetry is the negotiating point: a transparent pass-through beats a fuel escalator clause either side has to fight.

Fuel surcharge terms are negotiated, not statutory. The peg, MPG, index (national vs. regional), and payment timing in your contract override any standard formula.
